Qiwa is Saudi Arabia's unified labour-market interface, launched by the Ministry of Human Resources and Social Development (MHRSD) to move every labour transaction into a single digital system. Without registration you cannot: view your deposited salary, sign an electronic contract, appeal delayed wages, or request self-transfer.
Establishment registration
Establishments need a full file with commercial registration + authorised representative. Steps:
- Sign in with the authorised representative's account on Absher Business.
- Link the commercial registration to Qiwa.
- Complete the establishment file (activity, number of employees, salary bank).
- Subscribe to the Wage Protection System (WPS) if the establishment is subject to it.

Employment contract documentation
Every new employment contract inside the Kingdom must be documented on Qiwa before work begins. The electronic contract protects both parties' rights and cannot be unilaterally amended. The employee can reject an electronic contract if terms differ from what was agreed or violate the law.
Sponsorship transfer (service transfer)
An expat employee can transfer service to a new establishment via Qiwa under two paths:
- With the current employer's consent (standard transfer), or
- Without consent in specific legal cases: expiry of a fixed-term contract, 3 months without contract documentation, 3 months of unpaid wages, closure of the establishment, and others.
Fees vary by the new establishment's Nitaqat tier (Platinum, Green, Yellow, Red).
Wage Protection System (WPS)
Requires establishments to deposit salaries into banks by set dates and log each payment on Qiwa. Employees can view their monthly salary log from their profile. A 3-month wage delay entitles the employee to self-transfer without the employer's consent.
Labour disputes
Employees can file a complaint on Qiwa against an establishment for: late wages, refusal to document a contract, arbitrary termination, or unpaid dues. The platform routes the complaint to Labour Mediation, then to the Labour Court if not settled amicably within 21 days.
Certificates
- Entitlements certificate: issued from Qiwa, states the financial entitlement of the employee at end of contract.
- Service-transfer certificate: to document a completed transfer.
- No-current-employment certificate: required for some government procedures.
Nitaqat (establishment tiers)
A system classifying establishments by their Saudisation rate. From best to worst:
