SANED Unemployment Insurance 2026: Eligibility, Contribution, and Monthly Benefit

SANED is Saudi Arabia's unemployment insurance for private-sector Saudis. Launched in 2014, managed by the General Organization for Social Insurance (GOSI). The concept is simple: a Saudi private-sector employee has a monthly SANED contribution deducted from salary, in exchange for a financial safety net if they lose their job involuntarily.

SANED is not Hafiz — a common confusion

Many think SANED and Hafiz are the same. The difference is fundamental:

Practically: SANED is better for those who had a higher salary, since the benefit is a percentage of it. Hafiz is better for those who never worked.

How do you enrol in SANED?

Not optional. Every Saudi working in the private sector (company or establishment) is auto-enrolled by law. The contribution is deducted monthly from your salary and appears on your GOSI statement.

Contributions:

• Employee: a small percentage of salary.
• Employer: matching or higher percentage.
• The state: supports the scheme via additional contribution.

You can check your SANED contribution via:

• GOSI portal at gosi.gov.sa.

Eligibility conditions

To receive a SANED benefit after unemployment:

1. Saudi nationality.
2. You were employed in the private sector.
3. You contributed to SANED for at least 12 months in the last 36 months before unemployment (may be intermittent).
4. Unemployment was involuntary: dismissed, made redundant, business closure, fixed-term contract ended. Resignation does not qualify (limited exceptions).
5. Capable of working: no incapacitating disability.
6. Actively seeking work: registered on Taqat, attending interviews, not refusing reasonable offers.
7. No other steady income: no pension, no active business, no other job.
8. Age below statutory retirement.

Benefit calculation

The benefit is computed as a percentage of your average contributory salary over your last working months (typically 24 months):

• First months: higher percentage (up to 60% of average salary).
• Later months: tapers gradually (may drop to 45% in the final months).

Simple example (approximate for illustration — see gosi.gov.sa for current rates):

• Your average salary is 8,000 SAR.
• First months: 4,800 SAR monthly.
• Later months: 3,600 SAR monthly.

Benefit cap: subject to an official upper ceiling that no benefit exceeds regardless of salary.

Steps to claim the SANED benefit

Beneficiary obligations during payment

• Stay registered on Taqat: updated CV, active search.
• Attend interviews you're nominated for.
• Attend training courses.
• Do not refuse reasonable job offers: refusing 3 times = suspension.
• Immediately disclose any new income or job.
• Disclose travel outside the Kingdom.

Breaching any of these suspends payment and may trigger clawback.

When does the benefit end?

• Getting a new job.
• Statutory period expiry: 12 months over lifetime (divisible).
• Starting a productive business.
• Reaching statutory retirement age.
• Obligation breach.
• Emigrating permanently.

Can you use SANED more than once?

Yes, but the total does not exceed 12 months over your entire working life. If you claimed 6 months then found work then lost it again, you have 6 months remaining — but you must meet the contribution condition (12 months within the last 36) before each new claim.

Combining SANED with other programmes

• Hafiz: not combinable with SANED. Choose one by your situation.
• Citizen Account: combinable (no conflict).
• Social Security: partially combinable (based on family status).
• Tamheer: not combinable with SANED.

Benefit for those who resigned voluntarily?

Generally no. Resignation excludes you from SANED. Rare exceptions:

• Resignation due to documented persecution by employer.
• Resignation due to arbitrary transfer to a remote location.
• Resignation for documented health reasons.

In these cases, the request is reviewed exceptionally.
