Noor is the official administrative platform of Saudi Arabia's Ministry of Education, managing the entire student lifecycle from kindergarten through high school: registration, admissions, attendance, results, transfers, and the permanent academic file. Access at noor.moe.gov.sa. Every guardian in Saudi Arabia needs a Noor account — you cannot register your child in primary school without one.

New guardian registration

Note: don't use someone else's username or password — the system tracks sessions. Mistakes are logged on the guardian's file and affect later transfer requests.
Enrolling children in first grade primary
This is the most-searched Noor query each year. Registration opens seasonally (typically May-July) — outside that window you won't see the option.
Age criteria: accepted from age 6 years 3 months at start of academic year, or 5 years 10 months if the child completed kindergarten. Younger ages need special permission.
Required documents (uploaded as images in Noor):
- Copy of father's or mother's national ID.
- Vaccination certificate from Sehhaty (usually pulled automatically).
- Title deed or Ejar-documented rental contract — to confirm geographic zone.
- Kindergarten-completion certificate (optional, but eases admission).
School choice: the system shows schools in your residential zone (typically 2-3 km). You rank them first to third. The first school is tried first; if rejected for lack of seats, it moves to the second.
Tracking results and alerts
From the guardian's account, for each child you see:
- Weekly schedule per term.
- Daily absence (SMS arrives the same day).
- Term grades: appear once approved by the principal.
- Year-end result: published after certification in Noor.
- School certificate: printable with an approved electronic seal.
Requesting a student transfer
Two types:
Internal transfer (within the same city):
- From guardian's account: Services → Internal Transfer Request.
- Choose the new school (must have an open seat).
- Current school approves, then new school, then education office.
- Duration: typically 5-10 working days.
External transfer (between regions):
- Needs a documented justification: guardian's job transfer, permanent housing move, medical circumstances.
- Documents: transfer letter from employer or new housing contract.
- Duration: 15-30 working days.
Common issues and fixes
- "No data found": child's data not added in Absher — update dependents in Absher first.
- Rejection for a specific school: geographic zone or seats full. Pick an alternative.
- Forgotten password: on the sign-in page, choose "Forgot Password," you'll receive an SMS to Absher's mobile.
- Account locked after 5 attempts: auto-unlocks after 30 minutes.

The transition between systems is manual — Noor's role ends with high school, and the university unified-admission portal takes over. Don't expect your Noor high-school grades to transfer automatically — but they are electronically verifiable by universities through the Musaddaq platform.
Noor and National Exams
Results from the national exams required by universities (General Aptitude Test, Achievement Test, STEP for English) don't come from Noor — they come from the Education and Training Evaluation Commission (Qiyas/ETEC). However, the exam schedule and location appear in Noor under "Student Services" → "Central Exams." This integration eliminates the need for students to monitor two sites — but it doesn't auto-transfer scores.
Guardian Rights Through Noor
Noor isn't just an informational tool — it's an executive arm for guardian rights enshrined in the Saudi Education System:
- Right to immediate access to your child's attendance, grades, and behavior reports.
- Right to file a complaint against the school or teacher via "Submit Complaint" in Noor, escalated to the regional Education Department within 10 business days.
- Right to transfer your child for regulated reasons (guardian's job transfer, health circumstance, social circumstance).
- Right to choose secondary track (Sharia, Sciences, Literary, Administrative) at the end of first-year secondary.
- Right to appeal a grade: via "Appeal a Grade" within two weeks of results announcement.
