Muwathaq (Mowaad) 2026: Verifying Saudi Certificates and Documents
Guide to Muwathaq platform — verifying university certificates, document authentication, cross-border attestation, and Muwathaq vs diplomatic attestation.
Muwathaq (Mowaad) is a digital service launched by the Saudi Ministry of Education for verifying academic certificates and educational documents without the paper attestation trail. It compresses what used to take weeks (visiting the university, seal, Foreign Ministry attestation…) into a few clicks. Official URL: mowaad.moe.gov.sa.
When to use Muwathaq
| Case | Explanation | |---|---| | Applying for a job that requires certificate verification | The employer verifies directly | | Applying for a master's or PhD in Saudi Arabia or the Gulf | Admission requires official verification | | Authenticating a certificate for a government body | Authentication is digital and accepted | | Working remotely for a foreign company | Provide the company the verification link | | Traveling to study or work abroad | Accepted in some countries under agreements — otherwise you also need diplomatic attestation |
How Muwathaq works
The idea is simple:
- Your Saudi university or school issues your certificate digitally.
- The certificate is stored in the official Muwathaq database with an electronic seal.
- You receive a unique verification code and link.
- You share it with any party needing verification.
- That party enters the link or code and sees the certificate's validity instantly.
The system uses tamper-proof encryption — a certificate cannot be modified or attributed to another person.
Steps to obtain a verification code
| Step | Detail | |---|---| | 1 | Open mowaad.moe.gov.sa | | 2 | Sign in with National Single Sign-On or Absher | | 3 | Your certificates appear automatically (from the university/school) | | 4 | Select the certificate to be verified | | 5 | Click "Issue Verification Code" | | 6 | You get a unique number + URL + QR code | | 7 | Share the code or link with the requesting party |
The code is valid for a set period (typically 30-90 days) and can be renewed as needed.
Requesting party's use
For a party needing to verify a certificate:
- Open the verification link or scan the QR.
- Displayed: certificate holder's name, university, specialty, grade, issuance date.
- An official Muwathaq electronic seal appears.
- The party can print or store the report as a PDF.
Without registration the party can verify — no Muwathaq account required.
Muwathaq vs diplomatic attestation
This is one of the most confusing points for users:
| Criterion | Muwathaq | Diplomatic (Apostille) | |---|---|---| | Authority | Saudi Ministry of Education | Foreign Ministry + foreign country's embassy | | Speed | Instant | 2-4 weeks | | Cost | Free | Fees vary by country | | Acceptance | Inside Saudi Arabia and countries with agreements | Countries in the Apostille convention | | Physical stamp | No | Yes — physical seal |
For travel to an Apostille-signatory country (UAE, Turkey, US…): you need diplomatic attestation in addition to Muwathaq. For internal use or informational purposes, Muwathaq is enough.
Certificate equivalency (a different path)
Equivalency is a separate service that lets a foreign university graduate have their certificate officially recognised as equivalent to a Saudi certificate:
- Authority: Education and Training Evaluation Commission (ETEC).
- URL: etec.gov.sa
- Duration: 2-4 weeks for accredited universities.
- Fees: vary by certificate.
- Requirement: needed for any government job or for local master's/PhD.
Common mistakes
- Using Muwathaq only for an international submission: some countries won't recognise it without diplomatic attestation.
- Renewing an expired code instead of issuing a new one: some parties reject expired codes — issue a fresh one.
- Sharing the code publicly on WhatsApp: someone else may use it in a fraudulent application — share only with the intended party.
- Complaining about a missing old certificate: contact your university directly to add it to Muwathaq.
When Muwathaq falls short of your need
- Foreign certificates: Muwathaq is for Saudi certificates only.
- Training certificates (Doroob, Coursera…): not in Muwathaq — verify from the issuing platform.
- Professional certifications (PMP, CFA): verify from the global issuing body.
- Civil documents (birth certificate, marriage contract): use other systems (Civil Affairs, Najiz).

Muwathaq in the Saudi Digital Verification Ecosystem
Muwathaq is one link in a comprehensive verification chain launched by the Saudi government, each with a specialization. Know the right link for your need before wasting time:
| Platform | What it authenticates | Managing entity | |---|---|---| | Muwathaq (Mowaad) | Academic certificates and educational documents | Ministry of Education | | Musaddaq | Academic documents for official internal use | Ministry of Education | | Unified Admission Network | National exam results (Aptitude, Achievement) | ETEC | | Najiz | Deeds, civil-status records, marriage, divorce | Ministry of Justice | | Civil Affairs via Absher | Birth certificate, family card, personal documents | Ministry of Interior | | Muwathaq Qiwa | Employment contracts, service certificates | Ministry of Human Resources | | ZATCA for invoices | Tax invoices | ZATCA | | SPL — Saudi Post | National address | Saudi Post |
Understanding these distinctions saves you time when receiving any "authenticate the document" request. Ask: which entity authenticates what? Then enter the right platform.
Muwathaq's International Agreements
Muwathaq isn't purely domestic — the Ministry of Education tied it to international agreements making it directly recognized in several countries (updated over time):
- GCC states: mutual recognition of members' certificates under GCC General Secretariat education agreements.
- European Union — for select universities: through the ENIC-NARIC network recognizing accredited universities' degrees.
- Global remote-work systems: many international recruitment companies (LinkedIn Verified, Deel, Remote) accept Muwathaq verification as sufficient proof.
For travel to countries outside these agreements (especially Europe for formal employment or America for academic immigration), diplomatic attestation (Apostille) remains a required procedure alongside Muwathaq. One does not replace the other.
Muwathaq for Expatriates — A Point Many Ignore
An expatriate in Saudi Arabia who obtained a certificate from a Saudi university (bachelor's, master's, PhD) benefits fully from Muwathaq like any citizen. The certificate appears in their account linked to their iqama number. This opens the door to:
- Applying for jobs requiring electronic certificate verification (like advanced tech and finance roles).
- Exporting an authenticated certificate if they want to work outside Saudi Arabia.
- Proving their Saudi study to embassies of other countries for study or work visas.
The only condition: their iqama number at the moment of graduation matches what's registered in Noor/Muwathaq. If iqama changed between graduation and need, contact your college to update the linkage.
