The Citizen Account (Hisab Almowaten) is a direct cash-support programme for Saudi middle and low-income households, launched in 2017 alongside the fuel-price reform to protect purchasing power. It runs under the Ministry of Human Resources and Social Development (MHRSD) through the official portal at ca.gov.sa.
Who qualifies?
Eligibility is evaluated on three joint criteria:

The general formula sums three components:
- Base entitlement for the head of household — fixed amount.
- Per adult dependent — a fixed amount, lower than the head's.
- Per child — a lower amount, capped by a maximum number of children.
The provisional total is then compared to the independence threshold, the income level at which a household is considered economically independent. When actual income exceeds this threshold, the benefit tapers on a gradual curve, reaching zero at the "target point." This design gives more support to lower-income households, decreasing as income rises.
Note: Actual amounts are updated annually by decision of the Ministry of Finance. This year's figures may differ from last year's, so check ca.gov.sa before calculating — the official estimator on the portal is always up to date.
Registration steps

Monthly payment schedule
Payment is officially made on the 10th of each Gregorian month. If the 10th falls on a Friday or public holiday, payment is brought forward to the previous working day. Funds are deposited into the applicant's registered bank account under the same name — third-party accounts are not accepted.
Common mistakes that delay approval
- Bank account in a different name: must match the applicant's full four-part name.
- Declared income doesn't match bank: the system compares your declaration to automatically pulled bank statements.
- Dependents not updated in Absher: if you have a newborn or change in marital status, update Absher first, then the Citizen Account.
- Expired national address: verify your address is current at Saudi Post (SPL Online).
Appealing a rejection
If your application is rejected, the reason appears on your portal dashboard. You can appeal within 60 days via the "Objection" service in the portal, uploading supporting documents. The appeal decision is typically issued within 30 working days.
