The Saudi driver's license has seen its digital services expand markedly since 2017, and both issuance and renewal are now among the easiest Absher procedures. This guide covers the core paths for citizens, residents, and foreign converters, plus the exceptional cases.

Types of Saudi Driver's Licenses

The Traffic system issues several license types by category:

New License Issuance, Full Steps

For Citizens and Residents Who Have Not Driven Before

The full path passes through 4 stations:

  1. Medical exam: at any certified medical center (vision, hearing, general health). Many providers now push the result electronically to Traffic directly.
  2. Enroll in a driving school: certified schools operate in all major cities. Fees vary between 2,500–4,500 SAR depending on the school and program length.
  3. Tests:
    • Theory test: traffic-rule and safety questions
    • Practical test: vehicle control, parking, reversing, turning
  4. Electronic issuance: after passing, the license is issued automatically on Absher within 24 hours.

Typical course length: 20–40 training hours at the school, spread over 2–6 weeks by program.

For Saudi Women

Since June 2018 women have been permitted to drive. The path mirrors men's exactly: medical exam, school, test, issuance. Women's driving schools operate in major cities, some attached to major universities.


Converting a Foreign License

Residents holding a driver's license from their country have two paths:

Path One: Direct Conversion (Recognized Nationalities)

Bilateral agreements allow direct conversion without a new practical test. Notable examples:

  • All six GCC states: Bahrain, Kuwait, Oman, Qatar, UAE
  • Arab states: Egypt, Jordan, Lebanon, Tunisia, Morocco (with conditions)
  • Other countries: several European and American states

Conditions:

  • Valid license (not expired)
  • Official translation (if not in Arabic or English)
  • Certified medical exam
  • Conversion fee payment

Steps via Absher → Traffic → "Convert Foreign Driver's License":

  1. Upload the foreign license image
  2. Upload the translation (if needed)
  3. Pay
  4. Book a verification appointment (some cases only)
  5. Collect the Saudi license

Path Two: Short Test Route

For nationalities not covered by direct conversion:

  • A brief theory test
  • One practical test (no need for the full driving-school program)
  • Requires the foreign license to be valid

Absher Renewal

The simplest procedure, since the license is already electronically registered:

  1. Absher → Traffic → "Renew Driver's License"
  2. Choose the renewal period (5 or 10 years)
  3. Pay the statutory fee via SADAD
  4. The digital license updates instantly in the Absher app
  5. The plastic card arrives via Saudi Post within 10–15 days

Points System and License

  • 12 points: 3-month suspension
  • 24 points: 6-month suspension
  • 36 points: license withdrawal and retest from scratch

Points expire one year after each violation, or through an awareness program.


Additional Questions

Can I drive with the digital license only, without the plastic card? Yes in Saudi Arabia. The digital license in the Absher app carries the same official force. But for foreign travel, an international driving permit alongside the Saudi one is required.

How do I get a Saudi international driving permit? Via the Saudi Automobile and Touring Club. Not issued directly by Traffic.

Can I drive a friend's car without formal registration? Yes, provided your license is valid and the vehicle carries comprehensive insurance covering "other drivers" or an "authorization to drive". Formal authorization via Absher is the safest.

What if I get a violation with an expired license? The fine doubles: the original violation fine + a 500 SAR expired-license fine. Points are added as any violation.
