Saudi Reef Programme 2026: Registration, Support Types, and Disbursement

The Reef programme is one of the most important initiatives realising Saudi Vision 2030 in agriculture, targeting smallholders in villages and rural areas. Launched in 2019 under the Ministry of Environment, Water and Agriculture (MEWA), managed via reef.gov.sa. Goal: raise rural household income and stem the rural-to-urban exodus of the next generation.

The nine support tracks

Reef doesn't support everything — nine specific tracks:

Who qualifies and who doesn't

Qualifies:

• Saudi citizen.
• Your current residence is in an approved rural zone per the programme's geographic classification.
• You actually work in the track (not just property ownership).
• Your annual income is below the announced cap.
• Productive families: housewife or young man/woman practicing a rural craft.

Doesn't qualify:

• Residents (all tracks are for citizens).
• Large industrial farms.
• Anyone living in a major city (Riyadh, Jeddah, Dammam) even if they own rural land.
• Beneficiaries of a conflicting agricultural programme.

Grant vs loan — a common confusion

Important point that confuses many: Reef itself provides grants, not loans. Grants are paid in cash to your bank account and not repaid.

Agricultural loans are provided by a separate body: the Agricultural Development Fund (ADF), on a zero-interest basis (Shariah-compliant), funding major projects (tractor, barns, wells). ADF is independent of Reef, but a beneficiary may combine both.

Reef support components

Each track distributes support across three components, not paid in a single lump:

1) Input support

• Certified seeds, seedlings, feed, medicines, small equipment.
• Paid once yearly or seasonally.
• Requirement: proof of purchase via an invoice from a licensed supplier.

2) Production support

• Annual amount by activity size:
  • Number of beehives.
  • Head of livestock.
  • Number of coffee or rose trees.
  • Fisher's active fishing days.
• Paid as an incentive to persist.

3) Marketing and value-added support

• Packaging (honey jars, coffee bags, rose-water bottles).
• Transport to outlets.
• Participation in marketing exhibitions.
• Small-brand support for productive families.

Support value — why we don't publish a number

Figures update annually by the programme board's decision, and any figure we publish here becomes misleading in months. The right approach:

1. Open reef.gov.sa → your track.
2. You'll see the official support calculator that computes based on:
   • Your activity size (hives / heads / trees…).
   • Your geographic region.
   • The component type (inputs, production, marketing).
3. It shows a trustworthy estimate.

Registration steps in Reef

Eligibility decision is typically issued within 30-60 working days.

After approval — how is the grant paid?

• Approval notification on the portal and by SMS.
• Payment is staged, not lump-sum:
  • Stage 1: input support upon approval (after proof of purchase).
  • Stage 2: production support after verifying continued activity.
  • Stage 3: marketing support upon sale occurrence.
• A Reef officer visits your site: to verify data (number of hives, trees…). Usually annual.
• Annual assessment: the beneficiary must submit an annual activity report to remain in the programme.

Can I appeal a rejection?

Yes. You have 60 days to appeal via the Reef portal. Provide new justifications or additional documents. Appeal decisions typically within 30 days.

Common rejection reasons:

• National address outside the Reef zone.
• Activity data doesn't match reality after site visit.
• Beneficiary of a conflicting programme.
• Missing documents.

Withdrawal of benefits and penalties

Support is withdrawn if:

• Activity stops without notice.
• False declaration of your activity.
• Selling supported tools (like supported beehives).
• Moving outside the rural zone.

For false declarations, the support is clawed back plus a fine, and the case may be referred to investigation.

Tips to maximise benefit

• Start with one component: don't register for all three at once. Try inputs, stabilise your activity, then progress.
• Save every invoice: everything you buy for your activity matters for eligibility.
• Photograph your activity periodically: hives, trees, livestock — visual evidence for reports.
• Attend Reef training workshops: free, and give practical ideas to raise production.
• Get to know beneficiaries in your area: learning from others saves years of mistakes.
