7. The plastic card arrives at your registered national address within 5–7 working days via Saudi Post.

Before applying, check that:

• Your national address in Splonline is up to date and active — the card is shipped to it
• Your registered Absher mobile is working — the shipping notification arrives via SMS
• Your current photo is still eligible — the screen tells you automatically

When the System Requires an In-Person Visit

Five cases require a Civil Affairs branch visit:

• First issuance at age 15 (no online path)
• Photo refresh after 10 years or a visible change in features

• Saudi naturalization — first issuance in person is mandatory

Statutory Fees

Late-renewal fine: applied when renewal occurs beyond the statutory grace period after expiry. Renew within the last six months of validity to avoid any fine or transaction disruption.

Common Renewal Errors

• "Service unavailable" — appears when the card has more than six months of validity left; the system does not allow unnecessary early renewals.
• "National address not active" — your Splonline address is incomplete. Log in at splonline.com.sa and update your data first.
• "Photo needs updating" — the system directs you to a Civil Affairs branch for a new photo. Uploading your own is not accepted.
• "Card not received on time" — track the shipment via Saudi Post using the SMS tracking number. If undelivered, visit the branch 15 days after issuance.

Can I authorize someone to collect my ID for me? No. The card is handed personally to the holder via Saudi Post using the national address; delegation is not accepted for delivery.

Can I keep using the old ID until the new one arrives? Yes, as long as it has not expired. The old one is invalidated once the new one arrives.

Does the Tawakkalna digital ID replace the plastic card? For most transactions, yes. But some entities (banks, border points, some hospitals) still require the physical card. Carry it with you.
